During the second edition of BeSecure, on 8 December 2025, 23 organizations signed the Security Pact (Baltic Security Pact). The agreement brings together institutional, local government, academic, and business communities in joint efforts to increase the resilience of Poland and the entire Baltic Sea region to today’s digital threats. The symbolic declaration is followed by concrete actions: new training programs, support for startups, knowledge exchange, and initiatives to protect critical infrastructure.
The Security Pact is the foundation of a long-term partnership aimed at making Pomerania a leader in cybersecurity not only in Poland, but also throughout the Baltic Sea region. The document remains open – more institutions, companies, universities, and local governments can join it, strengthening the common front of action.

Graduate of an officer school, a university of technology, and the Polish Naval Academy. Former professional soldier in air cavalry and combat helicopter units. Paratrooper in the airborne forces. He took part in a mission in Bosnia and Herzegovina and in the war in Iraq. He has been professionally involved in unmanned aviation since 2008, when he served as commander of one of the first unmanned aerial vehicle (UAV) squadrons of the Polish Armed Forces.
In 2009 and 2010, he participated in work on aviation law and the use of drones in civilian airspace as part of working groups of the Polish Air Navigation Services Agency and the Civil Aviation Authority. Marcin Pawłowski received his PhD in Physical Sciences from the University of Gdańsk in 2010 and began a postdoctoral fellowship at the University of Bristol. He returned to his alma mater in 2013, where he has since led his own research group, the Quantum Cybersecurity and Communications Group, which currently consists of around ten specialists in quantum physics, computer science, and cryptography.
The group’s research focuses on simplifying quantum solutions so that they can be implemented using today’s technology. Marcin Pawłowski is the author of several dozen publications in international scientific journals and several patents. He is also a co-founder of SeQure, a company that produces quantum random number generators.
